Company Overview
The Children’s Developmental Services of Campbell County consists of three interrelated components: Early Intervention, Early Childhood Education, and Early Head Start. For over fifty (50) years, we have served the community by providing quality inclusive environments to disabled and non-disabled toddlers and preschoolers, Early Head Start services for pregnant women, infants, and toddlers in home-based, interactive settings, and free developmental screenings for all children birth through five (5) years old. We believe in maintaining an organization built on integrity that respects the value of each individual and promotes the personal and professional growth of all associated with CDS-CC.
We are dedicated to our mission to promote the value of every child. We are driven by a shared vision to provide comprehensive quality early childhood services for children and their families so every child achieves their fullest potential. This organizational focus on our mission and vision has played a critical role in communicating our purpose. It has assisted with creating an informed strategic development process and guided the development of measurable goals and objectives by which we measure our success. In the past year, we have maintained this high focus and internally designed a committee-driven culture focusing on the organization’s professional learning community. This has allowed us to prioritize the utilization of industry experts to assist with our ongoing personal and professional development. Development like implementing Trust-Based Relational Intervention (TBRI), an attachment-based, trauma-informed intervention designed to meet the complex needs of vulnerable children.
Company History
The Children's Developmental Services of Campbell County began operations in 1968. This was in response to the need for childcare services for children of working parents during the early boom years of Campbell County, due to the interest and planning of the American Association of University Women (University of Wyoming Chapter). In 1973 our program moved to the Campbell County Parks and Recreation Department and, in 1978, began providing services to children with disabilities. In 1980 we were designated as part of Region III which included Campbell, Crook, and Weston Counties for the provision of Developmental Disabilities services for the Division of Community Programs, under the Wyoming Department of Health. In 1984, Campbell County was designated as a standalone service provider, Region XIII. Two expansions occurred at the Douglas Highway facility, one in 1980 and again in 1990.
Planning for a new facility began in 1995 along with a name change to Children’s Developmental Services of Campbell County in 1996. On January 3, 2000, Children’s Developmental Services of Campbell County opened its doors to a 22,724 square-foot facility located at 1801 South 4-J Road on a 2.3-acre parcel of land. The cost of the building was $2.8 million. The facility was built and funded through a collaborative community effort. Manny individuals, public and private businesses, and corporations throughout the community, region, and state, contributed their time and energy to develop this program and facility.
In October 2008 CDS-CC was awarded occupancy of the old Public Health building, now called the CDS-CC Annex. The Early Head Start and Part C infants and toddlers with disabilities programs are housed in this facility. These programs are outreach in nature or provided in-home or naturally occurring environments. The facility consists of 8757 square feet with 18 offices, a conference room, a discovery room, storage, and a kitchenette.
In November 2011 the CDS-CC Board of Directors met with the Board of County Commissioners to develop a comprehensive facilities master plan for the growth and expansion. Three major areas addressed were: (1) re-evaluation of space utilization in the CDS-CC building, (2) expansion utilization of our Annex building to meet current needs, and (3) preparation for future expansion of the existing facility to meet the increasing number of children with developmental disabilities. The Board of Commissioners approved planning and design funding in January 2012. Planning and design were completed in October 2012; Construction began in December 2012 and was completed in 2014.
